PROGRAM MISSION:
The mission of the Department of Building Safety and Code Enforcement is to administer the North Carolina State Building Code to the Robeson County citizenry in an effective, efficient and professional manner, ever striving to safeguarding and improving the environment of those we serve.
PROGRAM DESCRIPTION:
The purpose of the Department of Building Safety and Code Enforcement is to provide consistent and precise enforcement of the North Carolina State Building Codes and all local ordinances related to the construction of new buildings and alterations to existing buildings. Additional duties are the enforcement of subdivision, soil and sediment control restrictions and flood plain management. Comprehensive records such as applications, permits and reports of all inspections preformed are maintained as required by the N.C. State Administration Code.
FY 08-09 MAJOR ACCOMPLISHMENTS:
The Insurance Services Office Building Code Rating Evaluation was completed in February, 2009. The evaluation provided a grading schedule of the effectiveness of our administration and enforcement of the North Carolina State Building Code, plan review, field inspections and the training of our employees. Our results were a Residential ISO rating of (4) and Commercial ISO rating of a (5). The staff has worked diligently learning, adapting and applying changes to our standard procedures throughout this past year.
FY 09-10 OBJECTIVES:
Our objectives this year is to obtain new Permit Software in Building Code Administration which will work effectively with all other county departments, creating channels of communication and data sharing of Zoning, Tax, Fire, Environmental Health, GIS Mapping and Flood Plain Management. It is our desire to establish a convenient and centralized permitting process comprising the policies and procedures all other county departments, and related agencies of the State, so as to provide the most efficient and economical service to the citizens of Robeson County.
